周发生（？－1943），福建省建阳县回龙乡均中村人。

周发生，1942年3月参加革命斗争，时任闽北游击队建松政（建瓯市、松溪县、政和）支队战士，参加了闽北游击根据地的抗日反顽斗争。1943年在松溪水尾战斗中牺牲。
