高恪是高纬高纬的次子，封为东平王。在571年，高纬杀死了他的三弟琅邪王高俨，并幽禁了高俨的四个遗腹子，导致他们都夭折。胡太后任命高恪继承琅邪王的位置，但高恪不久夭折。最终，高俨的伯父平阳靖翼王高淹的孙子高世俊成为了琅邪王的继承人。高恪的出生年代不详。
